Jack was seen filming, and you have the pictures in your episode guide for 4.18 I think, and in one of the pictures, it does look like Midshipman frame, but in the other 3 or 4, once Jack is out of the way, we can see it clearly isn't him. This is a rumour that has gotten out of hand, and is easily disproved if people look at all other pictures. Jack is in it. Alonso is not.
Not only is Russell Tovey (Midshipman Frame) credited as being in The End of Time according to the IMDb, so is Penelope Wilton (Harriet Jones)! So either the IMDb is wrong, or Harriet Jones didn't die in 'The Stolen Earth'. Interesting...
I'm currently guessing this appearance will be set after Torchwood Series 4, despite being aired before it.

The actor playing Alonso Frame is credited as being in the episode according to IMDB.com, so I think its a safe bet he'll be there.
