[Update] Steven Moffat has tweeted on the matter, saying:
The scheduling of Dr Who has got NOTHING to with Sherlock. On the plus side THE BBC SPELLED MY NAME RIGHT!!!!
So could this mean it is down to budget cuts?

Danny Cohen, the BBC channel controller, has revealed that it is due to Moffat's work on Sherlock, that Doctor Who will be getting less attention.
"He needs enough time to get that done and then start work on the next series of Doctor Who", the BBC One boss said. "So there will be Doctor Who episodes, but not as many."
"There will be some episodes, but there won't be a full series, so we won't have a 13-part run," he told the audience at The Church and Media Conference.
That is a shame, but I usually like Moffat's work. I wonder if they had set it up so Doctor Who would air its full run of episodes like normal and then run Sherlock in the fall if it would have been a better balance that would have allowed both shows to get a fair amount of attention.
If this were regarding David Tennant's Who run (if Moffat were showrunner then), I'd have supported Who over Sherlock without a doubt, but hte adkrness of Sherlock brings back to me the darkness Who once had, it's exciting, intriguing and much more intellectual than Who has become, which frankly, seems to be deteriorating into "WE BROUGHT BACK ALIENS! BUT THEY DON'T PLAY A SIGNIFICANT ROLE AT ALL! (Sontarans, Silurians, Cybermen in the 'finale', for instance"
Now though, I'd like both dark and intellectual drama, and unfortunately, Who has lost both of those, whereas Sherlock wouldn't be Sherlock were it not the above.
If budget issues are a concern then perhaps the BBC should, as they've done with Torchwood, reach across the pond to the US for a partner? Or work on marketing over here a bit more? (Step one - stop having week-long delays on BBC America which send fans running to the 'net for episodes instead).
I am a huge fan of both Doctor Who and Sherlock. I don't think budget is so much an issue is that how much time Stephen Moffat has. There are only 24 hours in a day, and being both the head writer of Doctor Who and the executive producer of Sherlock can be a bit stressful, if he's juggling both at the same time. If there's less episodes of Doctor Who, I'll be a bit annoyed, but if Sherlock ends, I'll be angry at Moffat forever.
Personally, I'm more inclined to go with what Steven Moffat has said, rather than the damage control press releases the BBC has been forced to put out.
