
The Fob Watch is directly connected to one of the TARDIS' devises known as the Chamelion Arch, which re-writes a Time Lords DNA.
Although first introduced in the new series, in the episode entitled 'Human Nature', it is assumed that they are a customary part of the TARDIS, as The Doctor states how he has always wondered about using it.
The Fob watch is decorated with Gallifreyan symbols and used by being attached to the Chamelion Arch where the essence of the Time Lords is then removed and stored within the Watch. When The Doctor uses it, it takes away his memories, intelligence and phisiological nature of two hearts, (as well as slightly changing his personality and percepions)
Though surrounded by a perception filter which prevents The Doctor from realising what it is, the Time Lord essence inside appears to be able to communicate to certain indeviduals. The communication usualy involves several, or one whispered voice, and occasional flashes of the Time Lords life.
When the watch is opened by the 'Time Lord', the essence is released. When John Smith opens the watch in 'Family of Blood' he becomes The Doctor once again, with the persona of 'John Smith' then being referred to as 'dead'.
An identical watch also appears in 'Utopia', in which is stored Professor Yana's true identity as the Master. This sggests that it could have been used by several other Time Lords to also hide their identities.
