Apparently Davros will indeed be in the finale, and one of the characters (no names given, but its not the Doctor) has a face off with him.

According to Zavros on the DWF - The series finale involves Dalek Caan being used by Davros to create a new Dalek army, and this is the series cliffhanger that will lead in to the Christmas Special...

He may be a good enemy for the series 4 finale but I'm thinking that hes a bit of a dark enemy for a light Christmas romp, a bit iconic perhaps? Who knows...
