i have to say as a American i have not heard much about Lily so i just did some looking her up on the web she seems very nice but also seems like a train wreck so i am not sure what i think of her she does come from the mold that i have commented about on another forum here is my list from there i posted on Sunday...

4 Sheridan Smith 20's and Martine McCutcheon 30's both would be fun Martine and Sheridan as a pair of companions would be wild and fun i think maybe they could play sisters would be fun
5 Marie-Julie Rivest was in tv show Charlie jade would be a great companion
6 Stephanie Leonidas i knew nothing of her till reading her name here then caught mirrormask wow very good
7 Burn Gorman he would be fun to see even if i did not like owen all the time
8 Aishwarya Rai shes in her 30's i feel would make for a good counterpart to our young doctor

I like the idea of bringing Sally Sparrow back, or bringing Sheridan Smith's Lucie to the telly would be ace - not from scratch though! The Doc should find her and we get a brief explaination of their past as 8th Doc and companion.
Rumour has it that Sally Sparrow's actress doesn't want to return to DW because of the weirdo fanbase.
As for the betting thing: Believe it. Over on DigitalSpy the vastly improved odds on Matt Smith being the Eleventh Doctor were widely-reported on the forums before the announcement, and as a result nobody was really surprised when it turned out to be him. Someone must have leaked something.
